Article 18

The Department of Homeland Security’s Article 18 allows for the Federal regulation of heightened powers deemed inherently dangerous to the population or to national security. Unregistered possession of these powers is a federal crime, even if they are never used.

Heightened individuals who possess these powers are allowed to avoid imprisonment, provided that they have filed a registration form with the federal government, identifying the power and their personal information. Such individuals are also required to identify places of work and residence, and notify their DHS officer when they travel within or outside of the country. They are also required to file a report on the DHS hotline every time they use their powers, and are to schedule a debriefing within seven days of the incident.
